Dr. Paul S. Collins was born in Portsmouth, Ohio. His undergraduate studies were completed at Davidson College in Davidson, North Carolina in 1976. He received his medical degree from the University of South Florida in 1979.
His internship and residency in general surgery were served at Walter Reed Army Medical Center in Washington, DC. Dr. Collins completed a post-graduate fellowship in peripheral vascular surgery at Walter Reed Army Medical Center in 1984. He served as Chief of Peripheral Vascular Surgery at Letterman Army Medical Center Presidio of San Francisco, CA from 1987 to 1990, and as Vascular Surgeon and Assistant Chief of Vascular Surgery Service at Walter Reed Army Medical Center during Desert Storm and Desert Shield from 1990 to 1991.
He has been in private practice since 1991. Dr. Collins is a diplomate of the American Board of Surgery, and a fellow of the American College of Surgeons. In addition, Dr. Collins is Director of an IAC Accredited vascular laboratory in his group practice. He is a member of the Pinellas County Medical Society, the Society for Vascular Surgery, Southern Association for Vascular Surgery, Florida Vascular Society, Tampa Bay Surgical Society and the International Society for Endo Vascular Surgery. His special interests include peripheral vascular disease, surgical critical care and laparoscopic surgery.

Dr. Collins may utilize invasive or minimally-invasive surgical techniques, with the latter reducing recovery time and stress on the patient's body.
