Enrique Tello is so delusional that he thinks that mellow people are "bipolar with psychotic tendencies". The bully also has a bias against medicinal cannabis, an herb that saves lives. Without racism, nobody would want to criminalize medicinal herb. Hispanics and black people were portrayed as "insane on marijuana". The 1930's are over.
